Feng Dong is the Vice President of Asia Region-Led Markets, EurAsia. He has been in the medical and healthcare industry for more than 30 years, and since joining Medtronic in 2004, has held several strategic positions, most recently serving as the Vice President and Managing Director of Medtronic Korea and Vice President for the Peripheral Vascular Operating Unit (OU) in Japan.
He is strongly committed to the principles of diversity, equity, and inclusion and is a firm believer that fostering a culture of inclusivity and respect can create innovative teams and make a positive impact on the lives of our patients. Dr. Elms is Head of Trade Policy at the Hinrich Foundation in Singapore. Prior to joining the Foundation, she was the Executive Director and Founder of the Asian Trade Centre (ATC). She was also President of the Asia Business Trade Association (ABTA) and the Board Director of the Asian Trade Centre Foundation (ATCF).
Dr. Elms serves on the board of the Trade and Investment Negotiation Adviser (TINA) at the UN Economic and Social Commission for Asia Pacific (UNESCAP). She was on the International Advisory Council for APCO (2021-2023) and was a member of the International Technical Advisory Committee of the Global Trade Professionals Alliance and Chair of the Working Group on Trade Policy and Law. She was also a member of the World Economic Forum’s Trade and Investment Council for 2018-2020.
Prior to founding ATC/ATCF and the ABTA, she was head of the Temasek Foundation Centre for Trade & Negotiations (TFCTN) and Senior fellow of International Political Economy at the S. Rajaratnam School of International Studies at Nanyang Technological University, Singapore.
Dr. Elms received a PhD in political science from the University of Washington, an MA in International Relations from the University of Southern California, and bachelor’s degrees from Boston University.
She is the author of numerous articles, editor of several books, and regularly published the Talking Trade Blog. Dr. Elms also routinely appears on television and in major newspapers and magazines around the world to comment on trade and economic issues. Dr. Elms also makes frequent appearances at a range of global trade and economic workshops, conferences, capacity building sessions, and negotiations.

A Georgia Tech alumnus, Andrew brings deep expertise in the FDA’s framework for machine learning medical devices, including Good Machine Learning Practices and Predetermined Change Control Plans (PCCPs).

With nearly 30 years of experience in IT and cybersecurity operations across Asia-Pacific, Mr Chua previously served as Regional Cybersecurity Officer for Greater Asia at Becton Dickinson (BD), leading initiatives to secure IT, OT, and medical devices. Goh Khoon Seng currently serves as Vice-Chairman, Start-up Integration, of the Medtech Industry Group at the Singapore Manufacturing Federation. He is also a Mentor@BLOCK71 under NUS Enterprise and serves as Mentor-in-Residence at MedTech Actuator.
Mr Goh joined Osteopore International as Chief Executive Officer in 2015 and stepped aside in 2023 to take on a new role in Asia business and global marketing. He retired from Osteopore in 2025. Over a career spanning more than 35 years, he has built deep experience across both start-ups and multinational corporations, with leadership responsibilities in research and development, manufacturing, Asia-Pacific regional business management, and country management.
After graduating with a Bachelor’s degree in Mechanical Engineering, he joined Pacific Biomedical Pte Ltd, a Singapore start-up established by American engineers and funded by Australian investors, where he contributed to the development and manufacturing of artificial heart valve implants in Singapore and Guangzhou, China. He later co-founded BRASS Pte Ltd, a medical device testing company that was eventually acquired by Charles River Laboratories Inc., USA. In the 20 years prior to joining Osteopore International, he held regional Asia-Pacific roles at Medtronic Inc. and Edwards Lifesciences Asia. He received Medtronic’s Star of Excellence award and was nominated to the Senior Leadership Team at Edwards Lifesciences. In 2025, he joined the Singapore Manufacturing Federation Medtech Industry Group Committee with responsibility for Start-up Integration, while also contributing to the NUS Enterprise mentorship programme for medtech start-ups and serving as Mentor-in-Residence at MedTech Actuator.
