Feng Dong is the Vice President of Asia Region-Led Markets, EurAsia. He has been in the medical and healthcare industry for more than 30 years, and since joining Medtronic in 2004, has held several strategic positions, most recently serving as the Vice President and Managing Director of Medtronic Korea and Vice President for the Peripheral Vascular Operating Unit (OU) in Japan.
He is strongly committed to the principles of diversity, equity, and inclusion and is a firm believer that fostering a culture of inclusivity and respect can create innovative teams and make a positive impact on the lives of our patients. Dr. Elms is Head of Trade Policy at the Hinrich Foundation in Singapore. Prior to joining the Foundation, she was the Executive Director and Founder of the Asian Trade Centre (ATC). She was also President of the Asia Business Trade Association (ABTA) and the Board Director of the Asian Trade Centre Foundation (ATCF).
Dr. Elms serves on the board of the Trade and Investment Negotiation Adviser (TINA) at the UN Economic and Social Commission for Asia Pacific (UNESCAP). She was on the International Advisory Council for APCO (2021-2023) and was a member of the International Technical Advisory Committee of the Global Trade Professionals Alliance and Chair of the Working Group on Trade Policy and Law. She was also a member of the World Economic Forum’s Trade and Investment Council for 2018-2020.
Prior to founding ATC/ATCF and the ABTA, she was head of the Temasek Foundation Centre for Trade & Negotiations (TFCTN) and Senior fellow of International Political Economy at the S. Rajaratnam School of International Studies at Nanyang Technological University, Singapore.
Dr. Elms received a PhD in political science from the University of Washington, an MA in International Relations from the University of Southern California, and bachelor’s degrees from Boston University.
She is the author of numerous articles, editor of several books, and regularly published the Talking Trade Blog. Dr. Elms also routinely appears on television and in major newspapers and magazines around the world to comment on trade and economic issues. Dr. Elms also makes frequent appearances at a range of global trade and economic workshops, conferences, capacity building sessions, and negotiations.

As a physician and Global Health Practitioner with over 15 years of experience, Jae Kyoun Kim is deeply committed to improving health outcomes worldwide. His work has focused on addressing a wide range of global health issues, including pandemic preparedness and response, regulatory system strengthening, digital health, health innovation (including AI), vaccines, therapeutics and diagnostics (VTD), non-communicable diseases (NCDs), maternal and child health, and health systems strengthening.
Prior joining to ADB, Jae Kyoun Kim worked at the WHO Western Pacific Regional Office in the Division of Health Systems and Services as a Technical Officer. Throughout his career, he has had the privilege of working with organizations such as World Health Organization, Korea International Cooperation Agency, Korea Ministry of Health, consulting firms, various non-governmental organizations, and academic institutions. Jung en (Andrew) Wu is VP of Medical Software at Rook Quality Systems and General Manager of its APAC Branch, where he leads regulatory and quality strategy for Software as a Medical Device (SaMD) and AI/ML-enabled medical devices. A Georgia Tech alumnus, Andrew brings deep expertise in the FDA’s framework for machine learning medical devices, including Good Machine Learning Practices and Predetermined Change Control Plans (PCCPs).
Andrew has guided clients through FDA 510(k) clearances and MDR certifications across a range of product categories: AI-powered brain tumor analysis on MRI, CT perfusion image denoising algorithms, contactless respiratory rate monitoring, and multi-parameter vital sign monitors tracking heart rate and respiratory rate. Andrew is a sought-after speaker on AI/ML regulation in medical devices, having presented at APACMed’s “Mastering the Regulatory Landscape for AI/ML-Enabled SaMD” webinar and co-led a Ketryx webinar on bridging the gap between R&D and QA teams in the medical device software development lifecycle. She brings deep practical expertise in export controls, having advised multinational corporations on the interpretation and application of multi-jurisdictional export control regimes, including US EAR, ITAR, and corresponding regional controls across Asia-Pacific jurisdictions. Her work spans product and technology classification, restricted party screening frameworks, licence determination, and the design of internal control programmes to manage diversion, end-use, and end-user risks, while supporting cross-functional teams across engineering, legal, logistics, and compliance to embed export control requirements into operational processes.
In addition, Tracy has strong expertise in Free Trade Agreement (FTA) optimisation and origin management.
